Al Holcomb
Al Holcomb has over 30 years of experience in Health Care with half working on the provider side and the remaining in private industry. As a Government Contract Professional with Johnson & Johnson Health Care Systems, Al was responsible for the end-to-end management of Federal Government Contracts, State and Local Government Contracts. Additionally, Al was the policy and legislative monitoring alliance between the organization, industry groups and government agencies assisting in developing and implementation of policies impacting government contracts and operations.
Throughout the years, Al was incredibly active in his engagement with the Coalition for Government Procurement as a member of the Healthcare, Pharmaceutical, and Medical/Surgical Committees. He worked in executing agreements for the VA Med-Surg Prime Vendor and VA Prosthetic Program (surgical implants), as well as the Department of Defense Electronic Catalog (ECAT) and Med-Surg Prime Vendor (DAPA) programs which support both military veterans and active duty beneficiaries. He also provided key insights and suggestions to help shape acquisition policy and solutions with key programs like the $14 billion VA Federal Supply Schedules. His continued engagement and efforts to deliver common sense acquisition made Al not only a valuable resource to the Coalition, but also a highly recognized and well-respected peer to both his government and industry partners in the Federal acquisition community. On the provider side, Al was employed in senior management positions with New York City Health and Hospitals Corporation. His responsibilities encompassed hospital operations, productivity improvement, and Medical Affairs. He was an appointed Director Trustee on the Board of Directors at Hackensack Meridian Health formerly Raritan Bay Medical Center in New Jersey.
Currently, Al is one of the three Founders and Managing Partner of Holcomb, Holman and Smith Consulting, LLC, a firm dedicated to expert support in assisting to navigate and develop your federal government procurement and contract proposals compliantly to compete and grow your business’s market share. Al along with his partners, Robert Holman and Paul Smith are recent recipients of Lifetime Acquisition Excellence Awards from the Coalition for Government Procurement.
Robert Holman
Robert Holman is an accomplished sales leader with over 33 years of medical device, pharmaceutical, diagnostics and capital experience. He began his career at Johnson & Johnson (J&J) where he joined J&J’s Government Account Team. He served as National Director of Government Accounts, leading a team of Government Account Managers representing J&J products to the Federal Government.
After twenty years, he left J&J to become a Strategic Accounts VP, at CareFusion. Through acquisition, he joined Becton Dickinson (BD) and continued his role in government key account management. He was promoted to Group VP, Federal Government where his team led BD’s efforts in the federal sector. During his tenure, he became a member of BD’s Winner’s Circle which is their highest award for sales accomplishment and excellence.
He has served in a variety of industry leadership roles such as the VA’s Industry Advisory Group and as co-chair of the Coalition for Government Procurement (CGP) Med-Surg subcommittee. In 2021, he was honored with a Lifetime Acquisition Excellence award from the Coalition for Government Procurement.
Robert is board-certified in healthcare management as a Fellow in the American College of Healthcare Executives (ACHE). He holds a BA from the University of Georgia and an MBA from Benedictine University.
Paul Smith
Paul’s career includes over 38 years with Johnson & Johnson working within both the medical device and pharmaceutical sectors. He is a founding member of the J&J Government Account Team where he was awarded the President’s Award for performance excellence four times. In 2011 he was selected to provide corporate leadership for the J&J Medical Device sector with key government national customers including the Defense Health Agency and the VA Office of Acquisition and Logistics.
Over the past decade Paul has spearheaded multiple J&J corporate initiatives in the VA/DoD channel, including guidelines for use of Veteran Owned Small Business distributors, addressing gray market medical device procurement in VA, and drove efforts for J&J to adopt the Department of Defense Electronic Catalog (ECAT). Externally he served on several industry groups, including as a Co-Chair for the Med-Surg Subcommittee for the Coalition for Government Procurement (CGP), and as a member of Association of Military Surgeons of the US Sustaining Members (AMSUS-SM) and served on the Med-Surg Subcommittee. He was asked to provide subject matter expertise for AdvaMed meetings with US Senate/House Veterans Affairs Committee members and staff on multiple occasions regarding VA procurement issues. In his role as a CGP co-chair multiple issues for the medical device industry were addressed and resolved, including the VA Med-Surg Prime Vendor Program structure/functionality and VA surgical implant procurement issues.
